Is there no Football talent in India?

The AIFF has put forward a plea to the Ministry of Sports to allow Overseas Citizens of India to play for the National Football Team, the reason being given is to improve the Country's football ranking. It is rather shocking to see the National Football body ready to bend all legalities to achieve its objective rather than concentrate on improving the football infrastructure within the country. Where exactly is this demand coming from? While the Indian National Coach seems to be made the guinea pig for the same, one can't help take notice of the timing of this plea where the ISL teams have reluctantly agreed to a reduction in foreign players in their playing eleven.
