What will India's rank be at the 2020 Olympics?

Sports Minister , Kiren Rijiju, in a recent event, mentioned that if India was not in the top 10 at the 2028 Olympics, he would regard himself as a failure!. What he did not mention was where India would stand on the medal tally next year, at the 2020 Tokyo Olympics. India ranked 67th at the 2016 Rio Olympics. If we have to be in the top 10 at 2028, its only logical to be in the Top 30 at the 2020 tokyo Olympics. Is that possible?. With the current form of the Shooters, can they be the game changers this time around. Every gold medal pushes a countries rank by at least 10-15 ranks.
