Some Bureaucrats & Politicians are opposing the news Sports code! Who are they?

With the drama unfolding during the conduct of the elections in the Archery Association of India, 2 of the sporting bodies, which have always been at loggerheads with one another, suddenly came together in support of the Archery Association, in not wanting the elections to be conducted. Why? What were they worried about. The Court appointed observer went ahead and conducted the elections and made a statement that that some politicians & bureaucrats are the ones creating problems.
