Is there a collusion between Politicians & Sports bodies?

Union sports minister Rajyavardhan Singh Rathore wrote a strongly-worded letter to all 29 state Chief Ministers and Lieutenant Governors of the union territories (UTs), warning against the prevailing dadagiri in the functioning of state and district-level sports associations. Rathore's letter relates to the strict implementation of sports code with the tone and tenor of the directive suggesting he was in no mood to offer any leniency to the Indian Olympic Association (IOA) and sports federations across the nation. But, sadly, the Indian Olympic Association is of the opinion that Politicians & bureaucrats are good for sports in India. But, isn’t the Sports Ministry responsible to ensure that the new Sports code gets implemented?
